Willoughby Corner - Emma Street/120th Street
Willoughby Corner is a planned neighborhood of permanently affordable homes located just southwest of the intersection of 120th Street and East Emma Street in Lafayette.
The neighborhood, being developed by Boulder County Housing Authority (BCHA), proposes 400 permanently affordable homes in a variety of building types including duplexes, townhomes, and apartments as well as amenities. In addition to new affordable workforce housing, the 24-acre neighborhood will include community gardens, a community building, dog park, trails, and park space.
BCHA anticipates that approximately 20% of the homes will be for sale to those earning between 60-120% of the Area Median Income. Approximately 80% of the homes will be for rent to those earning between 30-60% of the Area Median Income.

Sketch Plan, September 2019
The Planning Commission reviewed and approved the Willoughby Corner Sketch Plan Review with eight (8) conditions at their Sept. 24, 2019 meeting. A sketch plan is valid for 2 years. Review the Sketch Plan Set (PDF) and Sketch Plan Exhibits (PDF).
Preliminary Plan - Current Stage
The first Preliminary Plan submittal was in March 2020. Soon thereafter, COVID delayed the holding of the required neighborhood meeting and the applicant (BCHA) put Willoughby Corner on hold while it completed other projects. The second Preliminary Plan submittal for Willoughby Corner was submitted to City Planning Staff on Dec. 14, 2021. Review all of the preliminary plan documents below:

Neighborhood meetings
Two neighborhood meetings scheduled include Dec 15, 2021, and Jan. 13, 2022. More details on these meetings will be listed on Boulder County's website for Willoughby Corner.
