Willoughby Corner - Emma Street/120th Street
Willoughby Corner is a planned neighborhood of permanently affordable homes located just southwest of the intersection of 120th Street and East Emma Street in Lafayette.
The neighborhood, being developed by Boulder County Housing Authority (BCHA), proposes 400 permanently affordable homes in a variety of building types including duplexes, townhomes, and apartments as well as amenities. In addition to new affordable workforce housing, the 24-acre neighborhood will include community gardens, a community building, dog park, trails, and park space.
BCHA anticipates that approximately 20% of the homes will be for sale to those earning between 60-120% of the Area Median Income. Approximately 80% of the homes will be for rent to those earning between 30-60% of the Area Median Income.

April 5, 2022 - City Council approved the First Reading of the Rezoning Ordinance
April 19, 2022 - City Council approved Second Reading of Rezoning Ordinance
Final Plat - Current Stage
The Final Plat submittal for Willoughby Corner was submitted to City Planning Staff in late summer 2022 and is currently under review. The Final Plat will be reviewed by City Council at its April 22, 2023 regular meeting. Review the Final Play document below:
Preliminary Plan - 2022
The Preliminary Plan submittal was in March 2020. The Preliminary PUD and Preliminary Plat were approved by the Planning Commission in July 2022. The Final PUD was approved by City Council in the fall of 2022. Review all of the preliminary plan documents below:

Two neighborhood meetings scheduled include Dec 15, 2021, and Jan. 13, 2022. More details on these meetings will be listed on Boulder County's website for Willoughby Corner.

Sketch Plan, September 2019
The Planning Commission reviewed and approved the Willoughby Corner Sketch Plan Review with eight (8) conditions at their Sept. 24, 2019 meeting. A sketch plan is valid for 2 years. Review the Sketch Plan Set (PDF) and Sketch Plan Exhibits (PDF).
