COVID-19 recovery and sustainment update
Trends are showing COVID numbers decreasing, but health officials are continuing to stress the importance of mask wearing, hand washing, social distancing, and getting vaccinated. The current seven-day average percent positive is 2.4% in Boulder County and 3.36% in the State.
 
Vaccine distribution update: 51,516 people in Boulder County have received one or two vaccine doses. On March 5, Colorado will move into Phase 1.B.3 of vaccine distribution covering people 60+, frontline essential agriculture and grocery store workers, people 16-59 with two or more high risk conditions. Phase 1.B.4 will begin around March 21 and includes continuity of local government and people 50+. Visit the State’s website for vaccine information.
 
Boulder County 5 Star Business Certification Program Update: Counties in the Yellow Level may only operate in BLUE once 70% of the 70-year-olds in the state of Colorado are vaccinated with at least one dose, which is expected by the end of the month.  Once this happens, 5 Star Certified business could be one of the FIRST to operate in the blue level.
 
Oil and Gas regulations discussion
Elizabeth Paranhos, the City's Special Counsel for Oil and Gas, provided an update on the following oil and gas topics:

• Review the impacts of the new Senate Bill 19-181 (SB 181) including the increase of setbacks to 2,000 feet.
• High level overview of Boulder County’s revised oil and gas regulations that were adopted in December 2020.

Council expressed interest to sync our regulations with Boulder County’s new regulations, extend further when possible, and use zoning and setbacks to determine siting. Direction to incorporate the pollution tax passed by Lafayette voters in 2018 in regulations was also provided.

Approved 7-0 Resolution No. 2021-15: Approval of a New Brew Pub Liquor License / DBC Trading Post No. 2 LLC d/b/a Buffalo Restaurant & Bar and Westbound and Down Brewery / 2755 Dagny Way, Suite 101.
 
Approved 7-0 Resolution No. 2021-19: Approval of a Transfer of a Hotel and Restaurant Liquor License from Sugar Mountain Enterprises LLC d/b/a Mon Cheri Bakery & Bistro to Dovi LLC d/b/a Casian Seafood / 211 N. Public Rd. Suite 110

Mayor Harkins:

•  Attended a housing webinar series and presented about the Willoughby Corner project. 
• The transportation bill should be dropped soon and will bring info back to Council.
• We have been asked to sign a letter to Gov. Polis asking for an extension of COVID protections for renters during COVID. Council agreed to proceed.
  
  

• The Lafayette Cultural Arts Committee is almost done reviewing grant applications. 
  
  

•  2021 is an election year and we will have people running for City Council.  Do not run for Council if:
  • You don’t watch City council meetings
  • You only care about one issue
  • Don’t know what’s going on in the City
  • You are a liar
  • You are willing to prey on the fear of residents to gain votes
  • You don’t understand how local government works
  • You live in a bubble
  • You care about yourself more that the community
    
    

• Would like to make sure we’re keeping up on knowing which “affordable” properties in Lafayette have expiring deed restrictions or CHFA financing.
• Would like to better understand where there are opportunities for Historic Preservation Board’s demo review process.
  
  

• Thank you to the volunteer who built the play structure at the Great Bark Dog Park.
