PRESENTATIONSGreen Business AwardsThe City of Lafayette was the first municipality in Boulder County to implement a Green Business Program in 2013, which has since been adopted in Louisville, Erie, and Longmont. In 2021, the Lafayette Green Business Program was rebranded for the first time to reengage businesses with the program and sustainable practices. This year, 23 businesses are being recognized as Green Businesses in Lafayette with either a gold, silver, or bronze designation. Visit

Winter Mobility Plan ReviewThe Public Works Department provides an annual update regarding the City’s Winter Mobility Plan. The Winter Mobility Plan was developed in 2020 and is intended to coordinate cross departmental and interagency efforts to support community mobility and public safety during and after winter storm events. A copy of the 2023 updated plan will be published on the City website later this month:

STAFF INTRODUCTIONSNatalie Miller joined the City as the Communications Manager on October 17, 2022. Natalie fills a position within the department that had been vacant since July.
REGULAR BUSINESSItems Pertaining to the City of Lafayette 2023 BudgetThe 2023 Recommended Budget is hereby submitted to Council. It totals $100.2 million in spending balanced against $98.3 in revenue along with prudent use of $1.9 million in fund balance. The Recommended Budget includes $8.9 million in new budget additions that directly support Council’s Strategic Outcomes. Of this new budget, $4.1 million is ongoing in nature and $4.8 million is one-time in nature. A full listing of the 2023 Budget additions is
provided in the meeting packet.
The 2023 Recommended Budget not only advances strategic outcomes but also sets the City on solid financial footing in 2023 and beyond so that it can continue to manage the multi-decade high inflation affecting current operations while also planning for long-term infrastructure investments particularly as they relate to the City’s enterprise utility funds

Council adjourned to an Executive Session for the purpose to speak with the City Attorney regarding advice pertaining to the Cabrini Garden request for reconsideration.Items Pertaining to Lot 2B Cabrini Gardens Replat 2B - Highway 287 StorageAt its Nov. 1 meeting, City Council denied the applicant’s special use review to construct a new 91,644 square foot, three-story storage facility within the Cabrini Gardens subdivision. The Applicant submitted a Request for Reconsideration of the special use review denial for which Council took no action, resulting in upholding of the original denial.

APPROVED 7-0: Resolution No. 2022-68 / One Lafayette DistributionsThe One Lafayette Grant Program is an annual opportunity to recognize the work of community nonprofit organizations. As a bridge to the larger implementation of the City’s new Mental Health and Human Services tax fund, City Council directed staff in August to move forward with a call for applications using the current One Lafayette construct and increase the available funding for this program from roughly $45,000 to $100,000.
Applications were opened on Oct. 17 and due by Oct. 31. Staff, along with Council Samson and Councilor Walton, who are the representatives of the One Lafayette Committee, reviewed 19 applications and are recommending grant funds be distributed to 16 recipients. A list of the approved agencies will be published on the City’s website:

APPROVED 7-0: First Reading / Ordinance No. 36, Series 2022 / 2022 Budget SupplementalEach year multiple supplemental appropriation ordinances are presented to City Council for review and approval. Colorado law requires that an annual budget be set by December 31 in advance of the upcoming fiscal year. Financial circumstances change throughout the year after the budget is set and supplemental appropriations recognize those changes to allow municipal governments to maintain appropriate spending authority. This ordinance provides authorization for the City to modify portions of its 2022 Budget based on changes that have occurred since the 2022 Budget was approved and since the last supplemental was approved in August 2022.
The requested 2022 additional capital and operational expenditures total $512,000 and impact the General Fund, Golf Fund, Waste Management Fund, and Water Utility Fund. In addition to the expenditures, there are also revenue increases totaling $1,080,000 for 2022, including interfund transfers. In cases where supplemental expenditures exceed supplemental revenues at the fund level, fund balance is being utilized to fill the gap and maintain a balanced budget
GENERAL IMPROVEMENT DISTRICT MEETINGS [Noticed in the Daily Camera on November 4, 2022]
The City currently administers four general improvement districts (GIDs): Tech Center, Corporate Campus, City Center, and Exempla. The City Council is the ex-officio Board of Directors for each GID, and as such, must convene sessions for each GID to approve the respective 2023 Budgets and mill levies. The GID budgets are approved by resolution.

COUNCIL REPORTSCouncilor Barnes
- One of the reasons the golf course did well was because of the weather. Revenues were up about $800,000.
- We have a compost contamination problem within the City and region. Please be mindful of items you place in compost and leaf drop.

- LESAC and WRAC are using up their remaining budget for a final meeting.

Councilor Briggs
- The Open Space Advisory Committee received a presentation from BioHabitats on the upcoming Wildlife Plan scope.
- City Administrator Sprague and Councilor Briggs discussed the amount of time needed to address the elimination of the retail sale of pets within the City. Council determined it is acceptable to move forward to add this to the work plan.
Councilor Medrano
- Spoke with Lafayette Youth Advisory Commission about a proposal for the Broncos stadium funding.
Councilor Walton
- The Senior Advisory Board is continuing discussions about bylaw modifications and communitywide public meetings.
Mayor Pro Tem Wong
- Training with Historic Preservation and Planning Commission
- Mayor and Mayor Pro Tem attended the Town Hall with Boulder County Commissioners
- The Centaurus Band collects compost while they’re on the road and brings it back to Lafayette.

Pursuant to Colorado Revised Statutes section 24-6-402(4)(b) to confer with the City Attorney for the purposes of receiving legal advice on specific legal questions regarding C.R.S. section 38-12-217 pertaining to procedures and requirements following a notice of sale of a mobile home park, and pursuant to Colorado Revised Statutes section 24-6-402(4) for the purposes of determining positions relative to matters that may be subject to negotiations; developing strategy for negotiations; and instructing negotiators with respect to such a notice of sale.
Pursuant to Colorado Revised Statutes section 24-6-402(4)(b) to confer with the City Attorney for purposes of receiving legal advice on specific legal questions pertaining to the removal of appointed members of City advisory boards, commissions, and committees and regarding the duties and responsibilities of City advisory boards, commissions, and committees.
