APPROVED 5-0: Item C (Citywide Concrete Rehabilitation Project) was pulled for discussion. Staff explained the scope of this project was expanded to include additional ADA projects which raised the cost of the project over the previous year.

REGULAR BUSINESS
APPROVED 5-0: Resolution No. 2023-43 / Approving an Intergovernmental Agreement Between the State of Colorado Department of Transportation and the City of Lafayette Regarding Federal Aid Funding for the Design and Construction of the 120th Street Bridge Over Coal Creek
In the most recent CDOT bridge inspection report, the City was notified that this structure’s condition requires repairs. The approval of the IGA and acceptance of the grant funding allows a reduction in the City’s total costs associated with the design and construction of the necessary bridge repairs.
The estimated total project cost is $1,347,445. This includes $175,754 for construction management services which are not reflected in the IGA. Under the IGA, CDOT will reimburse the City for up to $513,480 of eligible costs. The City is responsible for all remaining costs.

City Administrator’s Report
- Willoughby Corner groundbreaking occurred on July 19. Considerable work continues behind the scenes including meeting an Aug. 1 plan approval deadline for the County.
- Employee call for art was awarded for a City Values poster contest.
- 30 staff will be attending the Denver Peak Academy Process Improvement training this week.
- City Candidate nominations packets will be available Aug. 8 and petitions are due Aug. 28.
- The Employee Summer Celebration will be held from 2-5pm on Aug. 16. Some facility hours may be adjusted.
COUNCIL REPORTS
Mayor Mangat:
Mayor Pro Tem Wong:
- Neighboring high-density projects like Broomfield’s Baseline development and the Erie Parkdale development will impact traffic on Hwy 7.
- Will be sharing information about the Willoughby project at this week’s Consortium of Cities meeting.
- It is important to engage with our local representatives for their assistance on upcoming legislation regarding local control.
Councilor Barnes:
- Acknowledged that City Council is receiving emails regarding the minimum wage increase discussion.
Councilor Samson:
- Would like to acknowledge the following groups involved with the Willoughby Housing Project; City Staff, the public/neighbors, Immaculate Conception social justice committee, Boards and Commissions, and Peak to Peak Charter School.
- Inquired about the route Lakewood is taking regarding the State’s new Growth Ordinance legislation. How can the public and individuals provide input? Can staff look at options?
Councilor Walton:
- Attended the Hwy 7 Coalition meeting that discussed the transportation hub which is projected for 10-15 years out. Project website: https://www.codot.gov/projects/studies/co7-brighton-boulder
- Would like to look at State legislative agendas prior to the session to be more proactive and better understand items pertaining to local control.
- Would like to start discussions to identify Lafayette’s next affordable housing project.

Pursuant to Colorado Revised Statutes sections 24-6-402(4)(b) and 24-6-402(4)(e)(I) to confer with the City Attorney for the purposes of receiving legal advice on specific legal questions regarding annexation and development review procedures, and to determine positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and instructing negotiators, regarding potential annexation-related agreements, all pertaining to real property located at the southwest corner of Hwy 287 and Arapahoe Road.
