  1. Planning Pre-Application Conference Form

    The purpose of the first pre-application conference is to familiarize the applicant with the City’s requirements, procedures and comprehensive plan before substantial time and financial commitments are made in the preparation of plans, surveys, and other studies. 

    A pre-application conference is required for:

    • Annexation
    • Planned Unit Developments (PUD)
    • Special Use Reviews
    • Zoning/Rezoning

    Topics covered in conferences

    The following information will be reviewed:

    • Required permits, approvals and fees
    • Typical project review timelines
    • Relevant Comprehensive Plan policies and design criteria
    • Guidance on the proposal's design direction 
    • Overview of applicable regulations
    • Fatal flaws such as obvious conflicts with codes, policies or city plans
    • Recently adopted or anticipated changes to codes and policies
    • Known site constraints
    • Known impact fees and connection charges
    • Known plans that may affect the project, such as road widening and trail construction

    Limitations of conferences

    Due to the early timing of the conference and the preliminary nature of your design, many relevant project details will not be known and cannot be anticipated at the time of the conference.

    Accordingly, the conference cannot provide:

    • A detailed plan review. This will occur once a complete formal application is filed.
    • Final approval of a proposal
    • Training in city codes; you are responsible for getting code information from city sources.

    Conferences are generally scheduled 4-5 weeks in advance of the date of the meeting. Once your application is submitted, staff will contact you within 3-4 business days with instructions for providing payment and to discuss scheduling a pre-application conference.  Meetings are scheduled on Thursdays between 1:30pm -4:30pm.
